Understanding the Complying Development Certificate (CDC) Process in NSW
A Complying Development Certificate (CDC) is a fast-tracked planning and construction approval process. It is designed for straightforward residential, commercial, and industrial development that meets specific, pre-determined state government criteria.
Because the rules are set at the state level (under the State Environmental Planning Policy or SEPP), the approval process is significantly faster than a traditional Development Application (DA), often taking only weeks rather than months.
The Three Pillars of CDC Eligibility
To qualify for a CDC, your project must align with three core factors:

Project Type: What you wish to build (e.g., a new home, renovation, or granny flat) must be permitted under Complying Development rules.

Land Zoning: Your Section 10.7 Certificate (formerly 149 Certificate) must confirm that your land is zoned for the proposed work and isn’t subject to restrictions that disqualify CDC (such as high-risk bushfire or certain heritage categories).

Who Approves a CDC?
Unlike a DA, which is assessed by local Council planners, a CDC is issued by a Private Certifier (or a Council Certifier acting in a private capacity). They act as the “judge” to ensure every technical requirement is met before endorsing construction.
