Navigating a Parramatta DA: What You Need to Know Before You Design

Designing in the City of Parramatta is a unique challenge. As Sydney’s “second CBD,” the council area is a blend of ultra-modern high-rises and some of Australia’s oldest heritage-protected cottages. Whether you are planning a sleek new home in Epping or a granny flat in Winston Hills, Parramatta Council has some of the most detailed planning controls in the state. Understanding your Parramatta DA requirements will help you navigate local expectations.

While we always look for a fast-track CDC (Complying Development Certificate) first, the reality of Parramatta’s landscape—specifically its flood zones and heritage precincts—often requires a full Development Application (DA). Many homeowners begin with the intention of a CDC but find the Parramatta DA is ultimately necessary.

Here are the four biggest local hurdles we plan for at JJ Drafting before we start your design.

1. The “Dual Occupancy” and Granny Flat Rules

Parramatta has very specific rules about who can build what. The council requirements are outlined in the Parramatta DA process.

  • The Catch: To build a dual occupancy (two full dwellings on one lot), your block must be at least 600m² with a minimum 15-metre frontage. If you are looking at a secondary dwelling (granny flat), you generally need a minimum lot size of 450m². Unlike some other councils, Parramatta is very strict on “Detached Studios”—these cannot contain kitchens or laundries and are not allowed to be used as separate residences.

2. Developing in a Flood Risk Area

Because of the Parramatta River and its various creek catchments, a huge number of local properties are flagged for flood risk. If your property is affected, you’ll need a Parramatta DA to include flood studies meeting council standards.

  • The Catch: If your property is in a “Medium” or “High” flood risk precinct, you cannot simply build on a standard slab. You will be required to submit a detailed Flood Study and Hydraulic Modelling with your DA. Council will often dictate a minimum “Freeboard” (height above the flood level) for your floor, which might mean your home has to be raised significantly off the ground.

3. Heritage and “Highly Sensitive” Areas

Parramatta is home to World Heritage sites like Old Government House. Approvals for development near these sites always involve scrutiny under the Parramatta DA framework.

  • The Catch: If you are building in a Heritage Conservation Area (HCA) or near a heritage item, your design will face intense scrutiny. Council often requires a Statement of Heritage Impact. In certain “Highly Sensitive Areas,” even minor changes to building height, materials, or setbacks must comply with national environment laws to protect the historic visual landscape.

4. Tree Canopy and “Deep Soil” Zones

Similar to the “Garden Shire,” Parramatta is pushing hard to increase its urban tree canopy. This emphasis shapes the requirements for your Parramatta DA.

  • The Catch: Council enforces strict rules on “Deep Soil Zones”—areas of your backyard that must remain free of concrete, decks, or outbuildings so large trees can grow. If your proposed extension or granny flat eats up too much of the backyard, you may be forced to reduce the size of the building to meet these green space targets.
