Unlocking Your Block: How the 2026 NSW Housing Reforms Affect Your Sydney Property

The End of “One House, One Lot”: A New Era for Sydney Homeowners

If you own a residential block in Greater Sydney, the ground shifted beneath your feet between 2024 and 2026. The NSW Government’s Low and Mid-Rise Housing Policy has effectively ended the era of “single-dwelling only” zoning in thousands of streets.

Whether you are in Willoughby, Ryde, or the Inner West, your backyard might now be the most valuable asset you own. At JJ Drafting & Design, we are helping Sydney families move past the confusion and identify exactly what they can build under these new “non-refusal” standards.


The “Dual Occupancy” Revolution

Since July 2024, dual occupancies (duplexes) have been permitted in almost every R2 Low-Density zone across Sydney. But the 2026 update added a lucrative “kicker”: Torrens Title Subdivision.

  • The Rule: You can now build a duplex on a lot as small as 450m² (with a 12m width).

  • The Opportunity: Under the new reforms, many of these can be subdivided into two separate titles. Selling two freestanding homes is significantly more profitable than selling a single house with a “granny flat.”


The “800-Metre” Goldmine

If your property is within 800 metres of a nominated train station or town centre (like Chatswood, Gordon, or Hornsby), the rules become even more aggressive. The government has created two “rings” of density:

1. The Inner Ring (0–400m)

In many R3 Medium Density zones near stations, you can now go higher. We are seeing approvals for residential flat buildings up to 22 metres (approx. 6 storeys) where previously only townhouses were allowed.

2. The Outer Ring (400m–800m)

This is the “sweet spot” for many homeowners. In these areas, you can now build:

  • Terrace Rows: 3 or more dwellings on a single lot (min 500-600m²).

  • Manor Houses: The “hidden gem” of the 2026 reforms. A Manor House looks like a large two-storey home from the street but contains 3 or 4 separate flats inside. It’s the ultimate high-yield investment without the “apartment block” look.


The “Fast-Track” Advantage: NSW Housing Pattern Book

To combat the housing crisis, the government launched the NSW Housing Pattern Book.

  • What it is: A collection of pre-approved designs for terraces and Manor Houses.

  • The Benefit: If you use an endorsed design and adapt it to your site, you can bypass the standard 6-month Council DA process. At JJ Drafting, we can facilitate a Complying Development (CDC) approval in as little as 20 days using these templates.


Don’t Build Blind: The Pre-Design Audit

The new rules are powerful, but they are also technical. Factors like Floor Space Ratio (FSR), setbacks, and 7-Star BASIX still apply. A design that ignores these “technical grits” will be rejected by a certifier, regardless of the new zoning.
